The entire situation did seem sketchy, but that was honestly just a gut instinct. Knowing how she treated the ‘culprit’ makes me feel even better about following my gut. She could have said or done anything to the man to get out a confession if he really came there in that state.
But you don’t have to worry about me taken her up on the offer. Karla has spoken up to me about Ragyo and the Life Fibers and she doesn’t feel comfortable with them herself. So I can say there is no chance that I’d ever find my way to taken her up on the offer for them. Even without Karla saying something, seeing what they can do to a person when they go out of control is enough reason for me to not want to use them.
That said, I do offer my psychic abilities to check the man’s mind to find out the truth, should he consent. Or if he’s not able to, then should his family consent.
She physically bound him, called him a pig, said that she didn't have the time to apply for a license so she didn't care to, and when I arrived she was resting her feet on the man in public. She spoke to me as if I were a child wasting her time for arresting her. I'd say your instincts were on the mark.

She could have easily notified the proper authorities to deal with it or even contacted her Daughter to get the man. She may just think she is above the law.
