David, do you have some time? I want to speak with you concerning a few.. incidences. I'd just like to keep each of the Guardians informed before making a decision. I wasn't going to say anything out of respect for the Kiryuin family, but after Guardian Andor contacted me to ask anyway, I figured it best to speak up so we're at least all sharing the same information.

I'm refraining from sharing the private information but know that there is some that is also heavily influencing my opinion of Ragyo Kiryuin that I'm not at liberty to share. Anything else I feel you already know the general details of regarding my office's arrest of her for obstruction of justice and unlicensed bounty hunting during the Koishi Komeiji incident involving her allegedly stolen life fibers. Essentially every piece of evidence was tainted by her and made inadmissible- the only thing we have pointing to someone else is the delirious confession of the man she brought in. Which is what I would like to speak to you about in regards to her character- the rest is in the report, but I feel I should share that her treatment of the man who confessed to that crime was like he was furniture. She never showed remorse for her actions, nor did she seem to think she was wrong in any way before or after legal punishment. There is no respect in her actions for life unless she deems it worthy and she doesn't respect the laws of this land, which makes me question just why she cares so much about pushing the Guardians' offices to use her wares to protect the city.

All in all, I don't trust her and I was told by someone I do trust from her world who would know better than anyone that it would be unwise to be taken in by her charisma.

Regardless of what your office chooses to do, I'm not leaving the lives of my deputies and the people of Nova City in the hands of someone I don't trust. I want to make sure all the Guardians have the information regarding her actions to make a decision as to whether or not you do as well.

She physically bound him, called him a pig, said that she didn't have the time to apply for a license so she didn't care to, and when I arrived she was resting her feet on the man in public. She spoke to me as if I were a child wasting her time for arresting her. I'd say your instincts were on the mark.

I'm glad to know I'm not the only one who thinks this whole thing sounds suspect.

I'll see if I can arrange a prisoner transfer. He did more damage to Genessia City than Nova City, I'm sure it won't be too difficult to negotiate.

Then I'll see if I can arrange a visitation here. She's guilty of far more than obstruction if she tampered with that man's mind and while I don't particularly want to believe that the mother of one of my deputy's would do such a thing I.. know that apples can fall very, very far from the tree given the right opportunities. Even if Ragyo seems to believe otherwise.

[ It's obvious that she's a little uncomfortable admitting even that part of the conversation, but that end of the conversation in which Ragyo claimed that Satsuki was basically a part of her and should be treated as such was under the deputy cut. It isn't anything Satsuki told her, it was Ragyo's words- and ones that struck far too close to home with Weiss. ]
